L' Observatory of Soils at the Municipal Scale (also called "OS communal " or "Oscom ") is a geomatic tool developed within the framework of a partnership work involving the DRAAF of the Haute-Normandie region (at the initiative of the project), the DDTM of Seine-Maritime, the DDTM of l’'Eure and the DREAL of the Haute-Normandie region under #x27; an umbrella of DRAAF/DREAL/DDTMs. It consists of generating vintage graphic layers according to an algorithm d' successive integration of' a set of reference graphic layers, of the same vintage (except the forest layer that dates back to 2000), from the BD-TOPO® and the BD-FORET® of l'IGN©, the agricultural RPG of the ASP and the Majic parcel of the DGFiP. The objective is therefore to be able to estimate the land cover and its evolution at the commune or supra-communal scale according to a pragmatic approach based on a purely computerised processing of the compilation of heterogeneous layers, especially in terms of precision, which implies taking precautions regarding the use of the results obtained. The nomenclature selected for this project is based on level 2 of the Corine Land Cover nomenclature. It consists of 5 level 1 posts (0-mixed spaces, 1-Artificial territories, 2-Agricultural territories, 3-Forests and semi-natural environments, 5-Water surfaces) and 14 level 2 posts (00-mixed areas, 11-urbanised areas, 12-Industrial or commercial areas and communication networks, 13-Mines, landfills and construction sites, 14-Non-agricultural artificialised green areas, 15-Unbuilt spaces awaiting requalification, 20-mixed agricultural lands, 21-Arable lands, 22-Permanent plants, 23-Prairies, 24-Other agricultural land, 31-Forests, 32-Milieux with shrub and/or herbaceous vegetation, 51-continental water). __Origin__ This layer covers the department of l'Orne (61). It is a composite data from layers of the same vintage (except the forest layer which dates back to 2000). It is made from the communal cutting of the BD-TOPO® from l'IGN. L' land cover is defined for each commune by successive integration on the \#x27; blank space of reference graphic layers according to the following order: 1°) BD-TOPO® of l'IGN©; 2°) BD-FORET® V1 of l'IGN© (on the #x27 rd; right-of-way of the vegetation layer of the BD-TOPO®, the non-forest vegetation being then crossed with the urban task built from the BD-TOPO® to estimate the artificial part); 3°) ASP agricultural RPG; 4°) Majic Parcellar of DGFiP. At the end of the process of integration, the remaining blank spaces are filled by the predominant adjoining land occupation. Thus, the layer is obtained from data whose validity scales and update dates are not always homogeneous. This aspect must be taken into account by the user when using it.
