Social security 2020

The health crisis has led to an unprecedented increase in the social security deficit, resulting from a fall in revenue and an increase in expenditure incurred in response to the emergency. The result is a considerable increase in social debt. In order to safeguard the social security system in the long term and to avoid further worsening of its indebtedness, it seems essential to rebuild a new trajectory of social balance right now. To this end, the Court recommends that action be taken on the structural sources of health insurance expenditure without reducing the quality of care for patients, better targeting certain solidarity benefits to better protect the most disadvantaged and continuing efforts to improve the management of social security organisations.
