Dataset description

On 6 July 2016, the Court of Auditors published a report on the place of inter-communal trade unions in the light of the evolution of intercommunality, requested by the Committee on Finance, the General Economy and Budgetary Control of the National Assembly pursuant to Article 58(2) of the Organic Law on Financial Laws. 7992 single-purpose trade unions (SIVU), 1149 multi-purpose trade unions (SIVOM) and 2046 closed mixed unions (SMF) are, as of 1 January 2016, established in the territory. There were also 2,133 public inter-municipal cooperation institutions (EPCI) with own taxation before the August 2015 NOTRe law took effect: urban communities, agglomerations or municipalities and metropolises. The rise of intercommunality since 1999, which has led to several local recompositions, has left a significant number of inter-communal trade union structures, notably SIVU. The Court considers that following the vote of the NOTRe Act a further rationalisation effort would substantially reduce their number without questioning the quality of the local services provided.
