Dataset description

The Ministry of Justice’s building stock, valued at EUR 10 billion for 5.5 million m², contributes directly, through courthouses and penitentiary institutions, to the implementation of the public justice service. Given the considerable needs facing the Chancellery and the rising cost of public-private partnership (PPP) rents incurred in recent years, the Department is now facing a delicate budget equation. Furthermore, the analysis of PPPs currently being implemented highlights the inadequacy of this formula to the ongoing needs of adapting the Ministry’s real estate assets. The Court calls for the building strategy of the Ministry of Justice to be included in a multi-year programming law and to give priority to the use of design and implementation contracts rather than PPPs for the construction of new prisons.
