The first is a private initiative area, composed of the very dense area of the City of Montpellier (multioperators) and the zone ‘Appel to Manifestation d’Intention d’Investissement’ (AMII), corresponding to the 56 most densely populated municipalities, where private operators (ORANGE or SFR) ensure the construction of the network of all housing under the supervision of the State, the Prefecture and the local authorities concerned, each user having the possibility to choose the operator of his choice who will make the final connection. The second is a public initiative area, called the Hérault Numérique network, which includes the other 286 municipalities. The Departmental Council has taken the initiative to connect all the premises (inhabitants and organisations) of its municipalities through a Public Service Delegation (DSP) with the company COVAGE, a neutral and reputable infrastructure operator. These different areas share the same goal, allowing 100 % of Héraultais to be connected to fiber optic by the end of 2022.
