Dataset description

Vector scanning of Viella PPRN (65463). Digitisation carried out in 2007/2008, taken up according to the COVADIS Midi-Pyrénées specifications. __Origin__ Input by GB-Infographic from the document available in the DDT 65 library. Entry on BD-Parcellaire Image 2006. This is a representation of the zoning of the PPRN. Indeed, it is not always possible to reproduce the zoning in a strictly identical way to the approved plane, due to the quality of the plane d' origin, varying scales of definition, of the \#x27; evolution of the cadastre,... In this case, the interpretations needed to digitise the zoning, are listed below in the paragraph '' Specifications''. For these reasons, this data cannot be used as a substitute for the enforceable document; to consult the opposable PPRN, please refer to the Major Risks website: http://www.risquesmajeurs-hautes-pyrenees.pref.gouv.fr/ Entry Methodology: The zoning plan consists of graphic areas (closed polygons), each corresponding to a settlement enforceable against third parties. In general, we will have three main types of areas: red zone where construction is prohibited, blue zone where construction is allowed under conditions, yellow zone where construction is prohibited unless otherwise permitted. Each of the zones is divided into subsets corresponding to the type of hazard encountered. Digitisation also includes the plotting of the rivers d'water when it appears on the opposable plane. Indeed, some graphical documents have been drawn up with a fragmented background where there is a specific trace of the rivers d' water to #x27; origin of phenomena of #x27; floods. These plots of the water courses are generally different from those of the Reference at Grand Scale, knowing that there are significant differences between the cadastre (and therefore the BD-Parcellaire®) and the orthophotography. These discrepancies are related to the definition at a given date of the parcellaire, sometimes very old, and the evolution of the sometimes very dynamic water courses (see, for example, Adour in the North of the Hautes-Pyrénées department). It is therefore necessary that the information on the path of the course of reference should also be conveyed through the digitised PPRN, otherwise making the definition of zoning limits incomprehensible. Are seized only the water courses explicitly designated on the document attached to the prefectural decree. When the course d'water is integrated into the zoning on the document attached to the prefectural decree, the same is true when scanning. In addition, some municipalities l' study of the PPR, relates only to a defined perimeter. To obtain full communal coverage, the zones “outside the perimeter of the studies” are also entered in the “zonages” table, with the code “hpe” and represented by a specific hash. Thus, the digitisation of the PPR systematically covers the entire area of the municipality. Finally, on some PPRNs, there are point elements, identifying submersion coasts, reference coasts, submersion thresholds, spillways, cross profiles, bridges. Since this processing is not homogeneous on the department’s entire PPRN, this information has not been taken up during digitisation. In this case, this information will also be mentioned in paragraph ''Specialities''. Quality of the Lot: Working scale (to ensure a degree of precision of the EMR; order of the EMR): — Urban area: 1/500° recommended, 1/750° mandatory — Low-density area: 1/1500° compulsory Verification according to the method laid down in the tender specifications (regions, precision checks of points by sample, etc.). Interpretation on non-contiguous section fittings (excluding DGI tolerance). The zone boundaries are connected to the municipal boundaries of the BD Parcellaire. __Partner organisations__ DDT Hautes-Pyrénées __Links annexes__ * [XML metadata view](http://ogc.geo-ide.developpement-durable.gouv.fr/csw/all-dataset?REQUEST=GetRecordById&SERVICE=CSW&VERSION=2.0.2&RESULTTYPE=results&elementSetName=full&TYPENAMES=gmd:MD_Metadata&OUTPUTSCHEMA=http://www.isotc211.org/2005/gmd&ID=fr-120066022-ldd-ce8549f5-193e-49f9-a64a-a6514fcf0d65) * [Major Risks Site in the Hautes-Pyrénées](http://www.risquesmajeurs-hautes-pyrenees.pref.gouv.fr/) [See this page on geo.data.gouv.fr](https://geo.data.gouv.fr/fr/datasets/03bc0d5908e6425597c936212a3681341f31968b)
