Dataset description

A Low Emission Mobility Area (LEZ-m) is a defined geographical area where the traffic of the most pollutant emitting vehicles is prohibited by decision of the mayor. Thus, the aim is to improve air quality, on a daily basis in the Rouennaese metropolis, and to ensure that these inhabitants breathe air that does not harm their health. Access to the traffic of the least polluting vehicles in this sector makes it possible to reduce pollutant emissions, particularly in large agglomerations. Only registered vehicles are concerned. The ZFE-m in place on 1 July 2021 concerns a perimeter bounded by the boulevards of downtown Rouen. The boulevards of the Belgians, Yser, Verdun, Europe, Avenue Jean Rondeaux and the Guillaume le Conquerant and Mathilde bridges are not affected by this ZFE-m. This first area concerns only Légers Utilities Vehicles (VUL) and Heavy Weights (PL) belonging to legal persons (companies, companies, associations, local authorities). Derogations are provided for certain vehicles. The vehicles concerned are ONLY those belonging to legal persons (enterprises, companies, associations, authorities): — if the first entry into service of your petrol engine PL is before 1 October 2001, — if the first entry into service of your diesel engine PL is before 1 October 2009. Access, traffic and parking in the area are now allowed for heavy goods vehicles and light commercial vehicles with a green Crit’Air sticker or 1 or 2 or 3. Access, traffic and parking in the area are not possible for a heavy vehicle or light commercial vehicle with a Crit’Air 4 or 5 or “unclassified” sticker either: — if the first entry into service of your petrol-powered ULV is before 1 October 1997, — if the first entry into service of your diesel engine ULV is before 1 January 2006.
