The latter defines a number of provisions to facilitate the creation of new agglomerations, commonly referred to as new towns & cities. In order to better meet some of their needs which are common to d' other local authorities and which often go beyond the scope and capacities of a municipal entity, municipalities may join one or more inter-territorial institutions, each of which will delegate one or more powers in order to pool the necessary means to achieve their objectives. Some municipalities take the role of head location for the regions, departments, boroughs and cantons. __Partner organisations__ ASH __Links annexes__ * [see common sheets online](http://www.sandre.eaufrance.fr/Rechercher-une-donnee-d-un-jeu?ss_lbref_sandre=Communes&ss_statut_sandre=Validé) * [see online control report](http://mdm.sandre.eaufrance.fr/geo/rapportsv3/rapport/87) [See this page on geo.data.gouv.fr](https://geo.data.gouv.fr/fr/datasets/94f951528575bc51d46fd6c90b2452d418648d9c)
