Municipalities existing on 1 January 2020 associated with their administrative basin districts. This dataset does not contain the rounding. Sources: ADMIN EXPRESS COG Edition 2020 — IGN — Original data downloaded from: Https://geoservices.ign.fr on 22 January 2021; Order of 12 July 2019 amending the Decree of 16 May 2005 defining the boundaries of basins or groups of basins with a view to drawing up and updating the master plans for water management and development: https://www.legifrance.gouv.fr/affichTexte.do?cidTexte=JORFTEXT000038864243 The Sandre administrative common reference system is based on version 2020 of the INSEE’s Official Geographic Code. The administrative splitting of the water sphere to which the municipality belongs, namely: The WFD Basin, the River Basin District, the Basin Committee and the Administrative Basin constituency. The municipality is one of the central administrative districts of the administrative division of the national territory. It is identified by an alphanumeric code on 5 positions assigned by INSEE — not to be confused with the postal code. The concept of municipality must not be confused with that of ‘new city’, which is the subject of Law No 70-610 of 10 July 1970. The latter sets out a number of provisions to facilitate the creation of “new agglomerations”, commonly referred to as “new cities”. In order to better meet some of their needs which are common to other local and regional authorities and which often go beyond the framework and capacity of a local authority, municipalities may join one or more inter-regional or local authorities, each of which will delegate one or more competences with the aim of pooling the means necessary to achieve their objectives. Some municipalities have the role of leader in the regions, departments, districts and cantons.
