To the valid common codes and wordings and to the code of the department, the administrative divisions of the water sphere to which the municipality belongs are added by SANDRE, namely: the CED Basin, the River Basin District, the Basin Committee and the Basin Administrative District. The municipality is one of the central administrative districts of the administrative division of the national territory. It is identified by an alphanumeric code on 5 positions assigned by INSEE — not to be confused with the postal code. The concept of a commune should not be confused with that of a “new city” which is the subject of Law No 70-610 of 10 July 1970. The latter defines a number of provisions to facilitate the creation of “new agglomerations”, commonly referred to as “new cities”. In order to better meet some of their needs which are common to other local and regional authorities and which often go beyond the framework and capacities of a municipal entity, municipalities may join one or more inter-territorial institutions, each of which will delegate one or more powers in order to pool the necessary means to achieve their objectives. Some municipalities take the role of head location for the regions, departments, boroughs and cantons.
