In the present case, the concept of a region is the regional administrative division which brings together several departments, and which has been defined as a territorial authority by the Decentralisation Act of 2 March 1982. This entity also covers regions with special status such as the Ile-de-France region, Corsica or the overseas regions. Like the department, the region can be considered hybrid as it is headed by a president and elected assembly, as well as a regional prefect. In order to better meet some of their needs which are common to other local and regional authorities and which often go beyond the framework and capacities of a regional entity, regions may join one or more institutions between local and regional authorities, each of which will delegate one or more competences in order to pool the means necessary to achieve their objectives. The list of administrative regions is under the responsibility of INSEE. The administrative regions of the Sander are based on the current version of INSEE’s Official Geographical Code: valid codes and wording regions.
