The development plan (binding scheduling plan) is developed from the land use plan. In it, the representations of the land use plan are concretised in parcels. For example, both a pure and a general residential area can be developed from a residential area shown in the land use plan. The development plan contains legally binding provisions for the urban planning order and thus creates the conditions for the development of land.
