In accordance with Section 24 of the Federal Nature Conservation Act, national parks are "legally defined areas to be protected uniformly:
1. are large-scale, largely uncut and of special character,
2. fulfil the requirements of a nature reserve in a large part of its territory; and
3. are in a state not or unaffected by man in a predominantly part of their territory, or are capable of developing into a state or being developed into a state which ensures that natural processes are as undisturbed as possible in their natural dynamics.
The aim of national parks is to ensure the most undisturbed course of natural processes in their natural dynamics in the majority of their territory. As far as the purpose of protection permits, national parks are also intended to serve the scientific observation of the environment, the natural science education and the natural experience of the population”.
