Factual sub-plan “Government of services — designation of basic centres in the planning region Anhalt-Bitterfeld-Wittenberg” Decision of 27.3.2014, approved by the supreme state planning authority on 23.6.2014 On 26.7.2014 the substantive sub-plan “Supply provision of services — designation of basic centres in the planning region Anhalt-Bitterfeld-Wittenberg” came into force. On 17 May 2017, the City of Sandersdorf-Brehna’s request for the validity of the substantive plan was rejected by the Higher Administrative Court of Magdeburg. No appeals have been brought, so that the substantive sub-plan is final. The substantive sub-plan “Government of services — designation of basic centres in the planning region Anhalt-Bitterfeld-Wittenberg” of 23 June 2014 defines, among other things, basic centres and the delimitation of the central centres. With a target definition, the priority of internal development in the existing local areas is defined in order to take account of soil protection and demographic development. The central place is a part of the village which has been built up in connection with an orderly urban development as a central settlement area of a municipality, including its extensions.
