The spatial planning procedure (ROV) is one of the traditional instruments of regional planning. The legal bases are § 15 ROG and in Baden-Württemberg Sections 18 and 19 of the LPlG. The ROV is a preliminary report on the assessment of the spatial compatibility of spatially significant individual projects of supranational importance (e.g. route guidance of a motorway, construction of large retail facilities, see § 1 of the Spatial Planning Regulation). It clarifies whether a measure is compatible with the objectives and principles of the Regional Planning Act and how significant measures can be coordinated. The ROV has no direct external legal effect and cannot be challenged by administrative courts. However, it must be taken into account in the subsequent authorisation procedures. ROVs for surfaces are recorded as surface geometries. The point geometry is only recorded if no sharp area definition is possible.
