Dataset description

The land use plan (FNP) shows the type of land use for the entire area of a municipality in the broad lines. This is based on the intended development of the municipality and the foreseeable urban planning needs derived from it. On 15 April 1999, the City Council adopted the drafting decision on the new land use plan for the state capital Dresden in the city limits of 1 January 1999 due to the territorial reform and various changes in planning bases. The development of the new land use plan was preceded by various urban planning, which formed the basis for the present draft. In addition to the Integrated Urban Development Concept (INSEK) from 2002, these were mainly the spatial model of 2005 and the guidelines formulated in this context as objectives of the new land use plan. These plans have now been replaced by the INSEK “Future Dresden 2025+” from 2016, its first update on 13/14. December 2018 was adopted by the City Council. For the first time in 2009, the public had the opportunity to participate in the preparation process for the new land use plan. The proposed amendments to the FNP preliminary draft were weighed and incorporated into the FNP draft. The plan has been revised in several stages since 2009. This was due to many influencing factors and the numerous institutions and committees involved in the process. Following an intensive discussion, on 16 June 2014, the Committee on Urban Development and Construction adopted the decision to approve the public interpretation of the FNP draft. The public interpretation of the draft on the new FNP Dresden took place between 26 February and 10 April 2015. It was possible for all citizens to find out about the land use plan, to discuss it and to deliver their opinion. At the end of the participation, all proposals were reviewed, evaluated and incorporated into the FNP. The current FNP draft has been modified in individual presentations compared to the 2015 draft plan. It was therefore again publicly interpreted in the period from 6 July to 7 August 2018. There was once again the possibility for all citizens to issue opinions; however, it was limited to the modified parts of the FNP draft. The environmental report on the state of play of the FNP draft was subsequently recast and presented for discussion in the second reinterpretation from 1 February to 5 March 2019. Subsequently, on 6 June 2019, the City Council decided on the consideration of all comments from the public interpretations and adopted the declaratory decision on the FNP. A separate decision point stipulated that individual areas should be excluded from the presentation. These so-called “white areas” were incorporated into the main plan and the explanatory text supplemented. This plan (version of 6 June 2019) was submitted for approval to the Land Directorate of Saxony and on 3. Approved in December 2019 with ancillary provisions. Following the incorporation of the ancillary provisions (e.g. other individual areas were excluded from the presentation), the resulting plan version of 31 January 2020 was made out by the mayor on 11 September 2020. With the publication in the Dresden Official Journal No 43/2020, the land use plan became legally effective on 22 October 2020. In its presentations, the land use plan follows the overarching objectives of urban development. The land use plan consists of the main plan (original scale 1:15,000, topographic map base as orientation aid, no verbatim representations), the explanatory text with accompanying plans and the environmental report.
