General brief description: The regional plans may define settlement areas in the form of priority areas, reserved areas and exclusion areas. In priority areas, increased settlement activity takes precedence over other uses. In reserved areas, other spatially significant uses or measures shall be weighed. In exclusion areas, increased settlement activity is excluded. Settlement areas are municipalities or parts of municipalities in which an increased settlement activity is to take place beyond the in-house development. The regional plans define which municipalities should take up the necessary migration gains or are eligible for larger commercial settlements. Where, from a regional point of view, no requirements for settlement activity are required, their control is exclusively for the local planning of construction. Settlement areas also characterise preferred sites for building land, where in particular cases the in-house development of a municipality consisting of several sub-locations is to be concentrated.
