In reserved areas, other spatially significant uses or measures shall be weighed. In exclusion areas, waste management sites are excluded. Suitable disposal sites must be secured at an early stage as part of regional planning. The cost-effectiveness of waste disposal must be ensured through regional cooperation and optimisation of catchment areas.
