General Kurzbeschreibung:Gemeinden in which, for special reasons, in particular because of natural property, no settlement activity beyond self-development is to take place, are indicated in the regional plans. The framework for self-development is intended to enable municipalities to maintain their existing structure and to develop them appropriately. The self-development of a community includes the creation of housing and jobs for the needs of natural population development and for internal needs as well as for the reception of late settlers.
