By legally regulated procedures for the reorganisation of land With the instruments described in the Baugesetzbuch (BauGB) conversion, simplified conversion, urban development measure and the land reorganisation regulated in the Land Management Act (FlurbG) can be reorganised by changing land boundaries and replacing land areas. In the conversion (§§ 45-79 BauGB), private and public building plots, pathways and open spaces are formed to a large extent. Ownership of the previous land will be transferred to newly formed building plots. This transformation and reorganisation of the land corresponds to a legally regulated exchange of land. By simplified conversion (§§ 80-84 BauGB), land directly adjacent to each other or in close proximity can be exchanged with each other or parts of land can be unilaterally allocated. The urban development measure (§§ 165-171 BauGB) as an overall measure is intended to accelerate the development of the city as part of a process aimed at direct implementation. It allows the municipality to temporarily acquire land if the planning and development goals cannot be achieved otherwise. In order to achieve these goals, the newly ordered building plots are sold to builders, primarily to the former owners.
