VR Stuttgart (0811) — Areas for the mining of near-surface raw materials (8153)

General brief description: Regional plans may define regionally significant mining sites, activable reserves and raw material resources as areas for the extraction of near-surface raw materials in the form of priority areas, reserved areas and exclusion areas. Priority areas may be identified as areas where mining of raw materials takes precedence over other uses from a supra-local point of view and is foreseen in a timely manner. In reserved areas, other spatially significant uses or measures shall be weighed. In exclusion areas, the mining of regionally significant raw materials is generally excluded. Deposits under use shall be dismantled as completely as possible before a new deposit is developed. Moreover, by developing and promoting the circular economy, raw material resources must be conserved in the interest of future generations. Approaches to the circular economy need to be strengthened throughout the country. When mining deposits, recultivation or renaturation as well as integration into the landscape must be ensured.
