Dataset description

General brief description: The regional plans may define priorities for housing construction in the form of priority areas, reserved areas and exclusion areas. In the priority areas, settlement activity for the housing sector must take precedence over other uses and should be concentrated there. In order to meet housing needs, existing residential areas must be kept functional and further developed and exploited in-local possibilities of housing creation. In reserved areas, other spatially significant uses or measures shall be weighed. In exclusion areas, priority areas for housing construction are excluded. The Stuttgart Region Association is obliged to identify regionally significant priorities for housing construction in the regional plan. This obligation does not exist in the other regions, but it is possible, in particular if the territorial definition can be justified by regional requirements.
