WFS Kreis Kleve Land use plan

The land use plan (FNP) represents the long-term planned type of land use (residential, commercial, transport, land for agriculture and nature conservation, etc.) of the municipal areas. The statements of this plan relate to the intended development of the municipality and characterise the urban planning objectives of the municipality (§ 5 BauGB). Since the land use plan forms the basis for the development plans, it is referred to in the Building Code (BauGB) as a preparatory construction plan. In the land use plan itself, the intended land use is presented in terms of area and not in a parcel, so that no building right for a plot can yet be derived. In addition, the land use plan is the internal administrative specification for the subsequent development plans as well as for plans of other planning bodies and specialised authorities. In addition, it is an indirect requirement for the control of construction activities in the outdoor area (§ 35 BauGB), since it delimits the interior area (§ 34 BauGB) in relation to the external area.
