Dataset description

Floodplains have a high social significance, because the risk of flooding poses a direct threat to human lives. Repeated flooding or the risk alone can significantly reduce the quality of life. In addition, immense economic damage can occur. The avoidance of high water through natural support in the floodplain also contributes to the avoidance of significant costs of technical protection measures. The built-up settlement and traffic areas restrict the recent floodplain in its function (and thus the potential performance). Flooded settlement and traffic areas also have retention functions and they may avoid flooding elsewhere, but they suffer considerable damage from flooding. In terms of the performance of ecosystems, the concept of ecosystems is only to a limited extent applicable to settlement and traffic areas for ÖSL flood retention. Therefore, the retention effects of settlement and traffic areas are not considered as ÖSL. In addition, in case of flood events, civil protection measures aim in principle to protect settlements and transport infrastructure, for example with mobile flood protection systems.
