Limitation of the Elbe T &amp; C of 1.10.2018, amended 21.1.2019 Flooding area of the Elbe in Dresden for a 100-year event (HQ100, 4 370 m³/s): The Elbe’s previous fixed R &amp; D for a flood event, as is statistically expected once in a hundred years (HQ100), has been in force since October 2004. It has since been changed twice, first in January 2012 and later in June 2016 after the completion of the public flood protection facilities in the districts of the city centre/Friedrichstadt and Pieschen/Mickten/Kaditz, each limited to the protected areas. The exclusion of the Elbe OCT has now been reviewed on the basis of updated model principles and adapted to new findings. The state capital of Dresden is obliged to do so in accordance with Section 76(2), third sentence, of the Water Budget Act (WHG). For the technical investigation of the ÜG, a two-dimensional hydrodynamic-numeric simulation model developed at TU Dresden, Institute of Hydraulic Engineering and Technological Hydromechanics was used, which was extensively updated after the Elbe flood of June 2013 at the instigation of the Free State of Saxony at the TH Nuremberg (2D-HN model Elbe). After a further model update, which was again carried out at TH Nürnberg in 2017 on behalf of the state capital Dresden, the modeled flood areas were determined for a HQ100, among other things. The creation of the new maps of the ÜG Elbe is again based on a flood event, which is statistically expected once in a hundred years, drain quantity 4 370 m³/s at the level Dresden-Augustusbrücke. For this purpose, the flood surfaces calculated for HQ100 were homogenised and plausibilised. Calculated insular locations < 500 m² have been integrated into the Elbe and calculated insular locations exceeding 500 m² remain as insular locations outside the fixed OB. In the determination of the CTA, as in the previous OCTs, the interactions of the Elbe with other flowing waters, groundwater and sewerage as well as temporary installations, e.g. sand sacks or other protection measures taken to prevent floods were not taken into account. The areas protected by public flood protection systems, which have been designed and constructed for a HQ100, are excluded from the UP. This applies to protected areas in the city centre of Dresden and Friedrichstadt, in the districts Pieschen, Trachau, Trachenberge, Mickten and Kaditz as well as in the areas of Stetzsch, Gohlis and Cossebaude. The recast flooding area of the Elbe for a HQ100 was presented in maps in accordance with § 72(2) No. 2 SächsWG. With the public interpretation of the new cards in the period from 1 October 2018 to 15 October 2018 pursuant to Section 72(3) of the SächsWG, the new ÜG became valid as a fixed ÜG Elbe. At the same time, the previous ÜG Elbe of October 2004 with its amendments repealed. The amendment of 21.1.2019 concerns only one area in the area of Enderstraße. A review of the defined flooding area showed that it is technically and water law justified not to define an area calculated as flooded to the west of the Ender Road as a flooding area. Therefore, this area was removed from the OCT and added to the flooded area. The ÜG ends there from the east direction on the Enderstraße.
