Number of overresidents in Hamburg

Pursuant to Section 47(1) of the AsylG, asylum seekers are obliged to reside in the reception centre/initial reception facility for a maximum of six months (residence obligation).For legal reasons, the obligation to reside may end before the end of that period (§§ 48, 49 AsylG) (recognition as a beneficiary of asylum). Overresidents include refugees who, despite the end of the residential obligation, have to remain in first admission, as no other housing in public housing is free. Staying in an initial reception facility is a measure of the (Hamburger) Act on the Protection of Public Security and Order (SOG) to prevent homelessness. Their statistical collection and presentation takes place after months.
