Participation Reports of Participation Management

The tasks of participation management are in particular the supervision of investment companies and own companies of the City of Wuppertal. An investment company exists if the city is one of several shareholders in a company governed by private law. On the other hand, it is an own company where the municipality performs a task in a company governed by private law in which it is a sole shareholder. According to § 116(1) GO NRW, the municipality must draw up an overall financial statement. The municipality may be exempted from the obligation to draw up the overall financial statements, provided that there are exceptions to size. In this case, the municipality must submit a participation report in accordance with § 117 of the GO NRW instead of the overall financial statements. The preparation of the participation report is also the responsibility of participation management. So far, a participation report has been prepared annually by the participation management on a voluntary basis. The voluntary nature is given, as the city of Wuppertal always draws up total financial statements. Due to the pressures caused by the coronavirus pandemic, no report has been drawn up for 2019. However, for the 2020 financial year, a participation report will again be submitted to the Council for information. This gives the new Council an overview of the Group City with the latest data. Thereafter, the participation report should be published every 2-3 years and mandatory after each municipal election. The open data offer for the participation reports includes tabular compilations of the balance sheet extracts and key figures contained in the reports. These tables also include the comparative values from previous years. The offer starts with the figures from the participation report for the financial year 2018 with comparative figures until the year 2015.
