On the first acquisition of a licence, novice drivers will first be granted a probationary driving licence (FAP). The two-year probationary period shall start from the date of issue of the licence. The probationary period applies to all persons who have obtained the driving licence in categories B, A, C and D for the first time.
The Central Driving Licence Register (ZFER) covers all driving licences issued since 1 January 1999 with the uniform European driving licence categories A to E. In the case of novice drivers, the trial period is also stored.
The basis for the statistics on FE1 is the data stored in the ZFER.
The reporting date is 1 January of a year.
