Programme for the promotion of municipal road construction

The Ministry of Transport North Rhine-Westphalia provides annual data containing all new projects for the promotion of municipal road construction. The lists are usually published in the second quarter of each year. The objective of the action-related support is to improve traffic conditions through the conversion and development of major roads, construction of discharge roads, securing and eliminating level crossings and improving cycling infrastructure. The qualified financing application shall be submitted no later than 31 May of the year preceding the planned start of construction. The projects notified for funding are discussed annually by the Ministry responsible for transport with the granting authority and, where appropriate, with the applicant. In doing so, it is decided on the fundamental eligibility and the medium-term prioritisation. The prerequisite for the start of the programme is that construction is ready and that the construction preparation can expect an immediate start of construction. Following the programme discussion, the granting authority shall submit the notifications received to the Ministry responsible for transport to decide whether to enter the medium-term programme. After the publication of the annual programme by the Ministry responsible for transport, the granting authority shall inform the applicant of the inclusion in the annual support programme or in the medium-term programme (planning notice). The examination of the funding applications in detail and the approval itself are carried out by the five district governments Arnsberg, Detmold, Düsseldorf, Cologne and Münster. With the launch of the programme, a decisive procedural precondition for funding is given and provides the municipalities with planning certainty and, in a second step, allows them to apply for the concrete support of the measure. The proposed municipal projects can then be implemented with the funding decision submitted after the application and examination of the application.
