Dataset description

According to Decision No 12/2015 of the Municipal Council, the Department of Cleaning and Environment of the Municipality of Metamorfosi checks compliance with the provisions concerning abandoned vehicles. The abandoned vehicles are identified either by the competent employees of the Registering and Marking Workshop of abandoned vehicles of the Clean — Recycling Directorate, or following a complaint by a citizen who can be made by telephone to the four-digit telephone line of the Citizen, 1509. In order to qualify as an abandoned vehicle, it must meet the following conditions set out in paragraph 2 of Article 2 of Presidential Decree 116/04 (Government Gazette 81/A/5-3-2004): • To be abandoned on public, municipal or community roads on which parking is prohibited for more than 30 days. • To be abandoned to other public, municipal or Community or port public spaces and roads for more than 90 days and without the authorisation of the competent department or authority. • To be abandoned in private premises without the prior consent of the owner or possessor of the site in his statement. • Generally present a risk to the environment, the health and safety of residents and to public or private property, in particular where it is unable to meet the objective for which it is intended. If one of the above conditions is met, the competent officials of the Recording and Marking Workshop shall affix in a prominent place to the vehicle a special sticker, which characterises it as abandoned. The Transformation Security Department shall then be duly informed and audited in accordance with Presidential Decree.116/04.If abandoned vehicles carry registration plates, the owner is searched through the Ministry of Transport Archives and is informed by letter of removal. After 45 days from the affixing of the special sticker, if the vehicle is not withdrawn from its owner, it is in the possession of the Municipality and is transferred to an approved ELV collection system (“end-of-life vehicle”).The vehicle shall remain at the collection point for 10 days from the day of its collection. If within that time the vehicle is searched by its owner, then it is delivered to it.If the vehicle is not searched, then it is forwarded for further processing, utilisation, cutting and disposal, as foreseen for ELVs. Also, according to the current Cleanliness Regulation of the Municipality of Metamorfosi, a vehicle to which the special mark was affixed, because according to the law was considered abandoned, it continues to be treated as such even if the owner moves it a few meters, regardless of whether it bears registration plates or not. This is because the owner has an obligation to withdraw his vehicle in a private space within 45 days of affixing the mark, if he wishes to remain its owner and owner, otherwise the vehicle is in the possession of the Municipality. Therefore, the mere movement of the vehicle from the location located in another public area, within the administrative boundaries of the Municipality of Metamorphosis, does not interrupt or extend the deadline, while the procedure for the recovery of the abandoned vehicle is followed without interruption, as defined by the relevant provisions. The procedure is the same for vehicles that do not carry registration plates, while the owner is additionally charged with the penalties provided for if he does not comply with the contents of the solemn declaration of Law 1599/1986 signed with the filing of his vehicle plates, that he will keep it in a private space.
