Dataset description

N.B. The dataset is no longer up-to-date as the competence over companies subject to the Seveso Directive has moved to the national level. The data therefore represents a historical view of the data, having been updated until they have been the responsibility of the regional level.The data represents the impact areas generated by the occurrence of major accidents in a Seveso plant (subject to Legislative Decree 334/1999). These areas are called damage areas and are modelled on the possible incidental types listed in Legislative Decree No 9/05/2001 (implementing Decree No 334/1999). For each incidental hypothesis, a frequency of occurrence and several damage areas shall be calculated: each area of damage identifies a threshold value beyond which lethality, injury or damage occur (limits indicated in d.m. ll.p. 9/05/2001). The value of the thresholds depends on the chemical-physical characteristics of the substance involved in the accident. Any incidental hypothesis, normally represented in circular form, is also characterised by a danger centre which is the point where the major accident can occur and therefore the origin of the damage areas. Each hazard centre may be associated with one or more incidental assumptions. All the information is managed by the SIAR — Major-Accident Risk Information System — in the alphanumeric and geographical components. All the data that contribute to defining an incidental hypothesis (a hypothesis, scenarios, damage areas, frequency of occurrence, danger centre) are declared by the operators of the establishments in the official documents and which are uploaded by ARPA Piemonte and the National Fire Brigade following control activities: this information may therefore not be continuously updated.
