Dataset description

The dataset shows the total of COCs (Communal Operational Centers) active every day and the volunteers who work there. The civil protection volunteering of Umbria has mobilised in order to address the extraordinary and urgent needs arising from the spread of COVID-19. The coordination of the components of the National Civil Protection Service takes place, at the various territorial and functional levels, through the so-called ‘Augustus Method’, which allows the representatives of every ‘operational function’ (Health, Volunteering, Telecommunications,...) to interact directly with each other at the different ‘decision tables’ and in the operating rooms of the various levels such as the Coordinating Centre for Rescues (CCS), the Municipal Operational Centre (COC) and the Joint Operational Centre (COM), thus launching collaborative decision-making processes in real time. From the name of the Emperor Augustus, who was the first to establish the ‘consultative tables’ among his collaborators, the method has already demonstrated its excellent functionality in the occasion of the most recent disasters that have struck our country. Augustus also claimed that: The value of planning decreases as the complexity of events increases. For this reason, it stands out for its simplicity and flexibility. The CCS (Centro Coordinamento dei Soccorsi), is the main body at the provincial level and is chaired by the prefect or his delegate; COC means the Municipal Operational Centre, responsible for activities at the municipal-local level, whose maximum point of reference is the mayor or his delegate (Civil Protection Code, Legislative Decree 1/2018).
