Dataset description

The dataset represents the headquarters of the Hydraulic and Hydrogeological Presidencies present in the territory of the Piedmont Region, specifically:- Presidencies (established and not established): places of coordination of the garrison (points)- Points of potential criticality: monitoring points related to level I devices (points).- Finding points of failure: monitoring points related to level II (points).- Areas of relevance of the Headquarters (established and not established): areas of competence of the headquarters of the garrison (areas).The garrison supervises and controls the points or areas considered critical from a hydraulic or hydrogeological point of view and consists of:- an operational headquarters identified on the proposal of the Province;- one or more logistical offices identified in the municipalities included in the territorial scope of the garrison;- a technical group identified by the Province and composed of personnel of the Province and, if necessary, of the local authorities;- one or more operational teams set up by the Province and constituted by civil protection volunteering and, if necessary, by the staff of the local authorities. Activation, for exceptional cases, may also be requested by municipalities, the Region and the local government offices.The principals must be equipped with:- IT equipment,- country and external survey equipment,- cartographic equipment (in relation to the regional cartographic centre),- security equipment,- transport equipment — means,- special equipment,- communication and detection equipment.The hydraulic and hydrogeological Civil Protection devices, of regional competence, they are established in order to:- allow local coordination, command and control of the territorial area of reference;- to ensure adequate information and surveillance of territorial areas with particular attention to the sections and river points considered potentially dangerous,- to report critical issues during the events in order to encourage prompt intervention, in accordance with current legislation;- to store the instrumental resources of the Region, the Provinces and Municipalities and the volunteering components for the logistics activity; support the activities of the operational teams;- contribute to the initiation of preventive activities of the territorial scope of reference;- ensure information for the drafting of programmers and planners. Hydraulic and hydrogeological devices are classified in three levels:1. First level Headquarters, considered strategic for assistance and emergency logistical intervention set up by the Region;2. Second level Heads set up by the Region on the proposal of the Provinces able to ensure all the activities required;3. Third level Headquarters established by the Region on the proposal of the Provinces using one or more municipal logistics offices or volunteering.
