Dataset description

The dataset represents the Civil Protection Operating Centres present in the territory of the Piedmont Region represented on a punctual level. The Civil Protection Operations Centres are activated in the territory affected by the emergency to ensure the coordinated management of the interventions. The centres must be located in safe areas with respect to the different types of risk, in structures suitable from a structural, functional and logistical point of view. The Civil Protection Operational Centres are structured in support functions — according to the Augustus Method — where all administrations, bodies and entities that contribute to the management of the emergency are represented. The classical chain of coordination, in a purely theoretical model, provides, from the local level to the national level, for the activation of the following hierarchically superordinated centres: COC — Municipal Operational Centre, COM — Mixed Operations Centre, CCS — Rescue Coordination Centre, SOP — Provincial Operating Rooms, SOR — Regional Operating Room, Dicomac — Command and Control Directorate. The Civil Protection Operations Centres in Piedmont are as follows:- SOR — Regional Operating Room: it is based at the headquarters of the Civil Protection — Regione Piemonte — c.so Marche 79, Turin.- SOP — Provincial Operating Rooms: they are based at the provincial territorial offices.- CCS — Centro Coordinamento Soccorsi: the CCS are located at the Prefectures, representing the highest coordinating body for civil protection activities in emergency at provincial level, composed of the managers of all operational structures operating in the area, identifying strategies and interventions to overcome the emergency.- COM — Mixed Operations Centres: operational structures coordinating emergency services at provincial level. The Joint Operating Centres are areas formed by the aggregation of municipalities with civil protection functions, operational structures that coordinate emergency services at provincial level. The specific figure is represented by the lead municipality.- COC — Municipal Operating Centres: activated by the Mayor for the management and coordination of emergency services and assistance to the population at municipal level. Usually COCs are based at the Town Hall.
