Dataset description

After the earthquake of 24 August 2016, the Civil Protection Department made available to the affected regions and municipalities the Framework Agreement for the supply of emergency housing solutions. The implementing bodies for the implementation of the Sae are the regions of Abruzzo, Lazio, Marche and Umbria, as indicated in Order No 394 of 19 September.The Regions, in agreement with the municipalities, also have the task of identifying the available and suitable areas and verifying the needs and needs of citizens in order to allow them to remain in the affected territories until the reconstruction has been completed. According to the number of Sae considered necessary by the Regions, supplies are identified according to a cascading mechanism: once the semi-annual production capacity of the first classified company of the European tender is reached, the supply is formalised with the second company and so below, until the completion of the needs.The idea of providing contracts or framework agreements to be activated only when emergency situations occur arises from the belief that prevention also means preparing “in peace time” what will serve to deal with future emergencies. Specifically, the Framework Agreement for Emergency Housing Solutions makes the response to supply needs arising when disasters occur faster and more transparent.
