Dataset description

With Law No 244 of 24 December 2007, the Fund for extraordinary interventions by the Presidency of the Council of Ministers was increased by EUR 20 million a year from 2008 for the structural and anti-seismic adjustment of schools and for the construction of new school buildings, if it is essential to replace those with high seismic risk. Since 2008, six years of the programme have been activated, for a total of EUR 120 million allocated. The first year of the programme is governed by Order No 3728 of 29 December 2008, while the following are governed respectively by Opcm No 3864 of 31 March 2010 for 2009, No 3879 of 19 March 2010 for 2010, No 3927 of 2 March 2011 for 2011 and Decree of the President of the Council of Ministers of 8 July 2014 for 2012 and 2013. Regional competence shares shall be allocated to each Region taking into account the different seismic risk levels that characterise the territories. As of 19 November 2015, the date of publication of the financing decree for the last two years, were financed or co-financed, with the first six years of the programme, a total of 242 interventions. On average, 40 interventions per year were financed, with an average cost of EUR 478,000 per intervention. The regions with the highest number of interventions financed are Veneto (37), Calabria (31) and Sicily (27). Of all the interventions financed, 103 have been completed to date. In addition to the 242 interventions financed, 34 were cancelled in agreement with the Regions. We publish in this section the 242 interventions financed by the programme, updated as of 17 December 2015. For each intervention are indicated: Municipality, Province, Region, amount financed, yearly, name of the school, date of last update, state of intervention and description of the intervention. In addition, the measure allocating resources to the Region with the date of publication in the Official Gazette and the financing measure with the date of publication in the Official Gazette are also listed. The interventions financed by the programme are defined by Order No 3728 of 2008 in Article 1(4), (5), (6) and (7). The order states that the interventions must concern: — the structural and anti-seismic adaptation of public school buildings, if necessary by technical checks carried out in accordance with the standards; — the structural and anti-seismic adaptation of public school buildings which, even if the technical checks have not been carried out, are in a real situation of serious and current seismic risk; however, studies or documents certifying it must be available; — the construction of new public school buildings, where it is essential to replace existing ones with a high seismic risk due to the excessive costs of seismic adjustment in relation to the cost of the construction of a new building. National plan for the prevention of seismic risk. After the earthquake in Abruzzo on 6 April 2009, a new measure was issued to give greater impetus to seismic prevention. Article 11 of Decree-Law No 39 of 28 April 2009, converted with amendments by Law No 77 of 24 June 2009, provides that interventions for the prevention of seismic risk are financed throughout the national territory and allocates EUR 965 million over 7 years. As part of this national plan for the prevention of seismic risk, as from opcm opcm n. 3907 of 13 November 2012, contributions have been introduced for interventions of local strengthening or seismic improvement or, possibly, demolition and reconstruction of buildings and public works of strategic interest for civil protection purposes. These include school buildings that have strategic functions in civil protection contingency plans. From 2013 onwards, the Regions can allocate a share of the total funding, provided for interventions on public and private buildings, also for interventions on public and private buildings, also for interventions on public school buildings that do not perform a strategic function in the contingency plans.
