Dataset description

With this study the Municipality of Matera, for the first time, equips itself with a valid tool to counteract the wild installation of antennas in the city and throughout its territory. In the knowledge that regional and state regulations are not at the moment sufficient to protect citizens from the demands of managers, we have carried out a detailed survey of the values of exposure to electromagnetic fields and the location of the transmission systems present in the urban environment. The survey was conducted by a group of experts, led by Mr Pasquale Fantasia, who provided all the documentation of analysis of the electromagnetic impact and the municipal cadastre of the plants. We then tried to draw a real map of high-frequency transmission systems and its electromagnetic impact through plant reconnaissance of sources. This tool helps us to plan a new organisation of the locations of telephone and radio and television antennas, which the telephone companies will have to follow in order to avoid installation in unsuitable places (see the case of Agna) or in areas with criticalities due to the high concentration of radio and television facilities (Murgecchia area and municipal stadium). Important novelty introduced by the work is the new “Discipline of transmission plant installations in compliance with the quality objectives” necessary for the Municipality of Matera in order to stipulate with the operators of the special plants “Verbali di Understanding” on future installations and environmental requalifications of the existing criticalities found. In the coming months, therefore, we will launch two important new tools: the Permanent Consultative Assembly and the Electromagnetic Pollution Control Network. The Permanent Consultative Assembly will ensure participation and transparency and will be made up of representatives of the Municipality, the citizens’ committees concerned and the recognised environmental associations, and will have the task of evaluating the practices of request of managers and keeping citizens informed about the state of affairs of the sector. The Electromagnetic Pollution Control Network will introduce H24 monitoring by means of control units located at various points in the city with the publication of measured values on specific internet pages. This website, where it is already possible to consult the results of the surveys and the register of the plants on the provisional pages, is the first step towards this direction of transparency and participation in the general interest of the protection of health and the protection of public safety.
