Dataset description

The dataset contains the overall data relating to the registration of unfinished works collected through a “network system” that integrates among them the Information System for Monitoring Unfinished Works (SIMOI), the Ministry of Infrastructure and Transport, and the similar systems activated by the Regions and Autonomous Provinces. In particular, the data relating to the Umbria Region and the Autonomous Province of Bolzano, collected using autonomous systems, do not complete the basic information path. The latest data presented are related to the 2017 collection and published on 30 June 2018 at https://www.serviziocontrattipubblici.it/simoi.html. The data contain the latitude and longitude of the centroid relating to the Istat code of the municipality in which the work falls. The unfinished status is defined in Article 1(1) and (2) of Ministerial Decree 42/2013: “subparagraph (a) the work to be carried out, which has been initiated, is interrupted after the contractual deadline for completion; (b) the work to be carried out, which has been initiated, is interrupted within the contractual period laid down for the completion of the work, as the conditions for its resumption are not met; (c) the completion of the work has not been tested within the prescribed period, since the work does not meet all the requirements laid down in the specifications and the relevant implementing plan, as established during the testing operations.’ For more information: http://www.mit.gov.it/comunicazione/news/opere-incompiute-sistema-informativo-di-monitoraggio-delle-opere-incompiute-0
