The definition of sea areas is crucial for determining the applicability of Directive 98/18/EC to the different classes of passenger ships. The Directive lays down a procedure for the publication of lists of sea areas which have proved difficult to implement. It is therefore necessary to establish a functional and clear procedure allowing effective monitoring of the implementation of the Directive. A harmonised level of safety for passenger ships throughout the Community requires that the exemption for Greece with regard to the timetable for the application of safety requirements be undone.
