Dataset description

Together with the Research Centre for Training and the Labour Market (ROA), the PBL has developed a model that shows for five years ahead where labour market bottlenecks can arise in the implementation of climate policy. The insights from the model help parties such as employers, trainers and the government to see where adjustment is needed to prevent labour market bottlenecks from hampering the achievement of the climate target. An important precondition for achieving the climate target of the Rutte IV cabinet is that sufficient suitable labour is available. Greenhouse emissions can only be sufficiently reduced if enough solar panels, wind farms, charging stations, energy efficient appliances and installations are installed. For this, professionals are indispensable. The analysis with the PBL-ROA model shows that there is mainly a shortage of technicians at bachelor and master level, in addition to technicians and craftsmen at MBO level. In Zeeland, Drenthe and Limburg, the bottlenecks can be bigger than national if relatively large climate investments take place there. This dataset contains figures on the impact of a change in investment due to climate policies on labour demand and labour market mismatches by sector, occupation, training and region.
