Dataset description

This table shows the number of defaults under the Health Care Insurance Act with an administrative premium on 31 December, who receive a care supplement according to the personal characteristics of migrant background and age. The number of defaults from the end of 2010 is not comparable to the number of defaulters published over the years 2006-2009 due to the difference in definitions used and the change in the method of contribution of the data. With effect from 1 July 2016, a legislative amendment to the Health Care Insurance Act is in force (improvement of default or “good payers” scheme). This legislative amendment gives health insurers a wider power to report persons who are defaulted to the CAK. This can be due to the fact that defaulters directly agree on a payment scheme with their insurer and by designating the Minister of Health, Welfare and Sport (VWS) of certain groups, who may outflow under conditions. The latter applies in particular to persons receiving social assistance. Although this scheme did not enter into force until 2016, insurers already anticipated this in 2015, reflecting the impact of the scheme already in 2015.
