Dataset description

Bergen municipality publishes the city council’s proposals for budget and financial plan as open data, where you can make your own compilations of the content of the operating and investment budget. Data files for download include the City Council’s proposed budget 2013 and financial plan 2013-2016. Service area 23 — Under the line — central budget items, net generates the total amount that can be allocated to the service production of the urban treasury, defined by the other service areas 01-21. Therefore, in order to obtain comparable figures with some of the tables in the budget document, service area 23 must therefore be kept out of the cases where one shows the city cash register’s service production. Costra functions can be derived from the first 3 digits of our 5-digit service numbers. More about Kostra functions can be found at www.ssb.no/kostra In some of the tables in the budget document, we have kept Bergen Municipal Buildings (BKB) and some key budget items outside when we have looked at the changes per service area. In the data base, everything is collected. It is done to show the service areas as the City Council will adopt them. The data contained in the files are no more detailed than those found in the budget documents printed or posted on the municipality’s website. Changes along the way The budget is a living document. This means that the city council’s first recommendation to the budget is finally approved, changes will be made. The detailed and concrete allocation of the budget for services, such as nursing homes and schools, will not be clear until February 2013. Bergen municipality wants information about the municipality’s budget to be as easily accessible and as open as possible for residents and other interested parties. This is important for the sake of democracy and that the municipality manages large resources on behalf of the community.
