Title V of Regulation (EU) No 1306/2013 regulates the Integrated Administration and Control System (IACS) indicating that it will apply both to direct payment schemes covered by Regulation (EU) No 1307/2013 and to certain rural development support granted on the basis of Regulation (EU) No 1305/2013. Therefore, the rules to be laid down for such an integrated system will affect both direct payments and rural development support to be checked on the basis of that system. A system should therefore be put in place to allow the unique identification of producers submitting applications for the different aid schemes, as well as the identification of agricultural parcels using the techniques of the Geographic Information System for Agricultural Plots (SIGPAC). To this end, the annual single application for aid is established as a means for the beneficiary to submit his application for all the direct payment schemes it considers, as well as for rural development aid financed under the EAFRD and assimilated to IACS.
