Dataset description
This layer of Zoning and Prioritisations the result of a study of the level of risk of the Community of Madrid framed in the Plan of Defense Against Forest Fires of the Community of Madrid prepared in April 2013.The calculation of the level of risk contemplates the following study:* Meteorological study: Maximum & Minimum Time/Day Series, Precipitation, Relative Humidity, Wind Pressure...* Potential Danger: Static hazard considering the total number of fires, the area burned, causality and their integration; structural hazard considered by the MDT; slopes, orientations, convertible models, height 1st live branch, dead fine fuel moisture 1H, 10H and 100H, live herbaceous-woody material moisture (according to Scott & Burgan), fuel load (according to Rothermel), wind speed and direction; Risk elements such as lightning, roads, power lines, railways...* Vulnerable elements: Quality/Value that studies socio-economic factors such as land use and activity developed and environmental factors such as market value, diversity, rarity, evolutionary level and protective figures; Vulnerability/Fragility considering habitability, fragility and use, potential for regeneration, risk of erosion and fragility of the landscape; Importance of integrated protection* Difficulty of extinction: Accessibility from either runway or helicopter; Transitability; Distance of air and ground means; Operation of means and unloading area; Availability of water for land and air means; The Zoning and Prioritisation layer is the result of the following weighting: Potential hazard (*2) + Importance of protection (*1,5) + Difficulty of extinction As a result 4 Defence Levels are obtained depending on the greater danger of a potential fire and the greater importance of protection, with 1 being the highest value. Special mention for urban centres because of their priority need for protection
