Censuses of wintering waterbirds and seabirds are a continental population monitoring system coordinated by the organisation Wetlands International. It is organised annually around mid-January, simultaneously and systematically, so that the data obtained reliably reflect the abundance and trend of the populations. This provides valuable information for the conservation and management of waterbirds and seabirds. In addition, the richness of birds is an important criterion for the valuation of wetlands — natural environments of great ecological value — and for promoting their conservation, for example under the criteria of the Ramsar Convention. In the Autonomous Community of the Basque Country, Provincial Councils and ornithological associations have maintained and promoted this census program for years. Since 2004 the Basque Government has taken over its organisation and funding.
