Dataset description

Each jurisdictional boundary between the municipalities is registered in the Central Cartography Registry (RCC) according to its Register. The associated legal documentation is constituted by an Act of Deslinde with the operation carried out, to recognise the term line and indicate the pillars carried out by the municipalities involved and the IGN. The technical documentation consists of the field notebooks of the topographic surveys carried out and planimetry of the time. Geometry responds to the interpretation of the legal titles registered in the RCC: borderline acts, administrative decisions, court rulings, etc. Some lines or sections of lines may be “provisional”, that is, they lack a legal title that guarantees their geometry and therefore their representation in the cartography only responds to the topological need for the closure of municipal polygons. The registration of the municipal boundaries in the RCC, consisted after its creation by Law 7/1986, on the Management of Cartography, in registering the current geometry published in the official cartography of the National Topographic Map along with the legal title that endorsed it at that time. For this, a process of digitisation of the boundary lines was carried out using various printed cartographic sources, and with this was the basis of the geometry. As a result, in general, they have a geometric uncertainty of around 40 meters, according to the experience and contrast with precise punctual work carried out by the IGN. The exception to the above are those lines in which a series of technical and administrative works have been developed required by the state or regional regulations in force for the demarcation of the municipalities, which has allowed the registration of a more precise geometry. In the Valencian Community, according to Law 2/2020, of December 2, of the Generalitat, on geographical information and the Valencian Cartographic Institute, it is the function of the ICV, in accordance with point (e) of Article 4.2 of, the elaboration and maintenance of the municipal map, which consists, in accordance with Article 41(1) of the same law, in the recovery of the boundary lines of all the municipalities of the community. These works consist of the location of the pillars that determine the boundary line, rethinking of those missing from the registered legal and technical documentation (normally minutes of delinding, field topographic notebook and municipal planimetries), assignment of precise coordinates to the pillars and the line between two consecutive pillars (in case it was not in a straight line) and in their subsequent legal endorsement of the result of the work. In this way, precise coordinates are obtained of all the pillars that make up each line and geometrically specify the boundary layout between each two consecutive pillars, all based on the technical and legal documentation registered in the RCC. According to Article 43.3 of the same law, the ICV, in collaboration with the municipalities, annually plans the work and executes them. The technical work is carried out in collaboration with the City Councils and the IGN, which will finally supervise them. Once this phase has been completed, it is published in DOGV, since lines are legally endorsed, and the IGN is requested to update the documentation in the RCC relating to the lines concerned, cartographic information and the incorporation of the resolutions approving the geometric improvements made
