The approval of the Territorial Planning Guidelines and later of the Partial and Sectoral Territorial Plans implies defining a territorial and regulatory framework for the drafting of municipal urban planning documents. The drafting of these documents, and their development, requires to have a graphical and alphanumeric data bank in which the information of the current municipal planning and the state of land occupation is collected, among others.UDALPLAN presents the General and Organic Structure and the Qualification of the Soil as well as the Classification of the whole Territory of the Basque Country, following in the case of non-developmentable soil the categorisation of the Territorial Planning Guidelines
